Louis XVI inherited debts that had bee incurred during the Reign of Louis XIV and Louis XV and he added the cost of the Seven Years Wars and the debt accumulated in the support of the Patriots during the American Revolution. The economy was broken. The tax code could no longer support the interest payment on the accumulated debt. He was forced to call a meeting of the Estates General to seek a solution.
Louis XVI was the King of France and Navarre from 1774 to 1791, when he became the King of the French until he was deposed and executed in 1792. Before he became King, he held the title of The Dauphin of France, the title given to the heir apparent.

Depends on your point of view. France became a Republic until 1814, so - nobody. But for Royalists, the Dauphin (eldest son of the King) immediately became Louis XVII until he died. This is why, when the monarchy was restored in 1814, the new King (brother of Louis XVI) was called Louis XVIII.
