because it was a gradual thing and it was hard to know at what point to protest, by the time people had realised where it was all leading to the Jews were already in the ghettos.

the actions that were taken in the Holocaust were constantly adapting. For example when it was realised that people behaved better and were less likely to try to escape if they traveled in family groups, then the system that had men separated from women and children changed.
