The Romans were Latins right from the start. Rome was one of the Latin cities. The foundation of Rome involved the unification of separate settlements on what were to become the Seven Hills of Rome unto a single state under the rule of a king. It was also said to have involved a fusion between Latins and some Sabines who lived on two of the seven hills.
