The French controlled the The Batavian Republic satellite state, May 1795, and the Prussian Rhineland under the Treaty of Basel.
Because France lost control over it in the 7 year war, or French and Indian war. Or WW1. (it has many names) after the French lost control British citizens rushed in. After that they started becoming more independent, just like how America gained independence after the British lost control of it
