Basically, totalitarianism created a quick and easy way to get back onto the international table. Add to that the fact that its state-controlled economy made it quick to recover, and it became very popular. Crime, of course, was extremely lowered, because people were given jobs if they weren't working (Poverty caused by unemployment is a major factor in crime) and the punishments for doing so were raised significantly.

More esoterically, I think the idea that in a totalitarian country, it was easy to imagine you were one of millions and that you would never stand alone. You never needed to make political decisions, and indeed everyone "agreed" with you, because it was illegal to say otherwise.

of course, everyone who's watched V for Vendetta knows why totalitarianism is bad, even though the regime that arose in that situation lied to get its power.
