During the Crisis of the Third Century there were many attacks and raids into the empire. This caused enormous stress for the army, which, although it managed to repel all of them, became overstretched. This caused a period of military anarchy, where many of the emperors were men who rose through the ranks of the army and were proclaimed emperor by their troops instead of aristocrats. Many of these men were assassinated, sometimes by their own troops. The turnover of emperors was rapid. On top of this there were also 35 usurper emperors who were military commanders who were proclaimed emperors in their military areas during military rebellions.

Diocletian and Constantine restored internal stability. However, there still were problems. The size of the army had become enormous and sufficient recruitment became difficult. As a result in the Later Empire there was increasing use of Germanic mercenaries and allied Germanic armies. The provision of supplies for the army, including food, became a mammoth, difficult and expensive task. Getting sufficient funds for the pay for soldiers and officers and the supplies for the army became an almost impossible task. An oppressive tax regime had to be institute to cope with this. It had an adverse effect of rural people, who bore the brunt of this regime.

The Romans hired mercenaries when they needed extra soldiers to fight particular battles or wars or soldiers with specilaised skills like everyone else. Towards the end of the empire the Romans relied on the troops of Roman allies and on mercenaries because there was a shortage of military manpower and there was a lot of pressure on the empire by raiders from outside and invaders.

When the Roman army began to decline, they made the decision to hire foreign mercenaries. It ended up backfiring on them because these foreigners felt no loyalty to Rome and turned on it.

The only problem with using Germanic soldiers in the Roman army would be the language barrier, which was soon overcome.
