The only reason harsher punishment is suggested when a wrong is committed is to satisfy the want for cruelty in those that do the punishing. and in the case of the law to seem to be doing something without actually having to go to any trouble. The punishment for cruelty to animals and all our fellow creatures for that matter, should be the responsibility of nursing the injured back to health. This will help most of them understand that what they do is wrong in their own mind.
