No the townshend act did not give writs of assistance. The act legalized search warrants, and the rights of people were fringed upon.
Public assistance recipients assign their rights to child support to the State which, presumably, will attempt to establish/collect support.
In most states you have parental rights to your child whether you live with your parents or not. If you are 17 in most states you would need to get your parents emancipate you especially if you need any public assistance. You can call your local department of public welfare or assistance office and sometimes they can help you with your rights.
