Under the Articles of Confederation, the federal government had very little power and no judicial branch. When states had conflicts, there was no arbitrator to judge or enforce solutions to problems. Therefore, the founding fathers decided that a stronger federal government was needed, so they wrote the Constitution.

There are 5 weaknesses of Article of Confederation that led to the writing of the Constitution.The five weaknesses are:The States had all the Power;Congress had no Power to tax,Regulate Trade,or Enforce Laws;and Unanimous Approval is needed for change.
The main weaknesses of the Articles of Confederation were;
1) Under the Articles there was only a unicameral legislature so that there was no separation of powers.
2) Congress, under the Articles, did not have the power to tax which meant that they could never put their finances in order.
3) In order to change or amend the Articles, unanimous approval of the states was required which essentially meant that changes to the Articles were impossible.
4) For any major laws to pass they had to be approved by 9 or the 13 states which proved difficult to do so that even the normal business of running a government was difficult.
5) Under the Articles, Congress did not have the power to regulate commerce which will cause competition between states as well as diplomatic issues,

Shays' Rebellion, led by angry farmers in western Massachusetts in 1786-1787, exposed the weaknesses of the Articles of Confederation. These farmers were protesting against high taxes and debt, resulting from economic hardships after the Revolutionary War. The rebellion highlighted the inability of the federal government under the Articles to effectively address economic issues and maintain law and order, ultimately contributing to the push for a stronger centralized government under the U.S. Constitution.
The states that took the lead in advocating for a change in government due to the weaknesses in the Articles of Confederation were Virginia and Massachusetts. Virginia was the first to call for a convention to revise the Articles, which eventually led to the Constitutional Convention. Massachusetts also played a significant role by proposing a series of reforms to address the weaknesses in the existing government.
