The CPU will overheat (safety shutdown usually happens at around 69 degrees C), and you will be unable to use the computer for prolonged periods unless it is running with less than 50% CPU usage in a very cool environment. Side effects of constant CPU overheat can include the capacitors blowing on the motherboard if they are near the CPU heatsink.

I am assuming you are getting this error message on startup? When setting up a computer you usually plug the fan associated with the CPU into a 2-4 pin connector on the motherboard. It is not needed for you to do this and usually is not a problem. But, if your computer starts doing weird things and is getting quite hot, it means that your CPU is not getting properly cooled and you need to get the fan that is part of the heat sink plugged in.

Most modern CPUs are designed to decrease their performance to cool itself down. If this does not improve any heat issues, the CPU will shut itself off to protect it. This issue will usually only occur when the CPU fan is off or as you asked, failed. The fail rate of a CPU fan however, is quite low.

The CUP will overheat and the computer will cease to work and may be permanently damaged. The fan needs to be replaced.
