The book of Revelation is a chronological prophecy of the "end time" -- "the end of God's plan for mankind," when Jesus will return to earth to establish the Kingdom of God upon it. The "end of the rule of man's Satan-designed and led governments" on earth [see Matt.4:8-9 & Luke 4:5-7]... and the restoration of God's Government, sometimes called the "Millennial Rule of Christ."

Revelation is a parable: a prophetic journey through the final end time events on earth that lead up to Christ's return for the completion of God's plan of salvation and the restoration of His Government that Satan disrupted in the beginning.

In the midst of this chronology are "inset chapters" that provide an overview of certain details that bring the reader "up to speed" on what has occurred, what is occurring and what shall occur. Like chapter 12 is an inset chapter on Satan's role throughout history... from his original rebellion against God's throne and Government in the beginning, through to the coming "Great Tribulation" at the time of the end, when God's church will come under fire and deadly persecution by Satan and all the nations of the world.

So is Revelation's chapter 11 an "inset chapter" about the coming "Two Witnesses" who will appear in the end time during the 3 1/2 year Great Tribulation [the time frame of their testimony and witness against the nations and the Beast [some say "Antichrist"]. The time frame being "3 1/2 years" [42 months; Rev.11:2]... or 1,260 days; verse 3].

The first verse of Revelation 11 is in reference to "God's True Church" extant at the time of the Great Tribulation. His TEMPLE... the BODY OF CHRIST... His True, Loyal, Faithful worshipers who Love and Obey Him.

"...the body is not for fornication, but for the Lord; and the Lord for Body... Know ye not that your bodies are the Members of Christ?..." (I Cor.6:13-15).

"What? Know ye not that your body is the Temple of the Holy Spirit which is in you, which ye have of God, and ye are not your own? For ye are bought with a price: therefore Glorify God in your body, and in your spirit, which are God's." (verses 19-20)

"For we are Members of His Body, of His flesh, and of His bones. For this cause shall a man leave his father and mother, and shall be joined unto his wife, and they two shall be one flesh. This is a great mystery: but I SPEAK CONCERNING CHRIST AND THE CHURCH." (Eph.5:30-33)

"...upon this Rock I will build My Church..." (Matt.16:18).

Jesus Christ is building His Body... His Church... His TEMPLE; one Faithful member by one Faithful member at a time.

And God tests the Faith of all who come to Him. And each Member of His Temple [His Body] are MEASURED... and Loved... and Preserved in times of trouble and "tribulation." There are Christ's Faithful followers... and there are FALSE Christians; who call themselves such, but are without faith.

It's these "faithless" ones calling themselves Christian, who are not Truly part of God's Temple... not part of the Body of Christ... who require no "measuring": for there is nothing to measure in them. These verses are talking about those in God's Church [God's Temple, Christ's Body; His Wife] during the Great Tribulation whom He will preserve and protect throughout [see Rev.12:6]... and who will take the measure of this final end time trial of Faith.

Matthew Henry says this about Revelation 11:1-2:

"...This prophetical passage about measuring the temple seems to refer to Ezekiel's vision. The design of this measuring seems to be the preservation of the church in times of public danger; or for its trial, or for its reformation. The worshippers must be measured; whether they make God's glory their end, and his word their rule, in all their acts of worship. Those in the outer court, worship in a false manner, or with dissembling hearts, and will be found among his enemies.

"God will have a temple and an altar in the world, till the end of time. He looks strictly to his temple. The holy city, the visible church, is trodden under foot; is filled with idolaters, infidels, and hypocrites. But the desolations of the church are limited, and shall be delivered out of all her troubles."
