Unless a thief has entered the room and stolen it, it is just as if the guest has lost his wallet outside the hotel premises in the street. He would need to prove that someone else has stolen his wallet. After all he could have lost his wallet last night in a bar, and is trying to put the blame on some one else - proof is needed.
