As far as I know, You can reset windows user account password in safe mode(F8 when booting up). But if you forgot administrator password, you must reinstall windows OS or use the "Windows Password Seeker".

Every computer has a local admin, you just need to set it up. Right click on your start button and hit "Computer Management" from there go to "Users and Groups" then right click "Administrator" and hit "Set password". You can then log out and log in as admin there. If that does not work here is the second way. Login to an account you wish to give admin powers to. Go to your control panel and select on "Users". You can then click "Change user permissions" from here you can select if you want your account to be a "Standard User" or "Administrator".
