Typically the administrator account only shows on the welcome screen when there is no other user defined. Once a new user is created, the administrator account becomes hidden, but still accessible. You're guest account should be able to be turned off, provided you have administrator rights.
The computer needs at least one account with full privileges in order to allow the installation of software. Yes. The administrator can turn the parental controlled account into an administrator account. Then the administrator can go into the account and install something into the account. Then the administrator can go back into the administrators account and turn the account back into a parental controlled account.
Very much depends on the method of encryption used and the level of expertise of the user with the admin account. For example it's possible to setup a master user account that would have access to all encrypted files in other uses home directories. Unless of course they used a second party method of encryption. Then they would simply appear as encrypted files and the user, regardless of admin privileges would be unable to open them. I would need more details on the situation to truly answer your question in in general terms, assuming windows, it's possible yes.

The account you used to delete the administrator acount must have admin rights. Use that account to create an account with administrator rights called Administrator. control panel -> user accounts -> add or remove accounts -> create new account
