The center of the steering wheel comes off by removing two 10 MM bolts of each side on the back of the steering wheel, facing toward the column. The switch is integrated into the air bag assembly. The red wire goes to the switch and down the column. If, when you press the horn, you hear a click, the switch is okay. There may be another problem with the relay or horn. I found that the horn itself it above the bumper behind the headlight on the passenger side of the car. You might check it also.
