Sales tax is a consumer tax charged on a retail purchase only, as a percentage of the total value of goods or services. The Value Added Tax is a form of indirect tax that is imposed at the different stages of production of goods and services. The tax is paid at each step of the distribution, from manufacturer to distributor to warehouser to retailer to customer. The company or agent is taxed on the difference between their cost and their resale price.
I would assume that the GST which is like a sales tax or value added tax works the same way. In this case purchases by companies for resale are not usually taxed while items purchased by a company for final usage is taxed such as office supplies, computers, tools, etc. Raw materials or items to be used to go into production of a finished product would not be taxed when purchased by a company manufacturing items, but would be taxed when sold to the final user so that it is only taxed once. For instance, wood, nails, glue, stain, varnish, etc. used to manufacture a rocking chair would not be taxed when purchased by the manufacturer but when sold to the final customer it would then be taxed.

It is the value which represents the proportion as a part of 100.
The acronym VIK stands for "Value in Kind". Value in kind refers to someone placing a value on something, and them receiving goods to that value in exchange for it.
No. A proportion is the relationship of one part of something to the whole thing. If X is a fifth of Y, this must be a positive value.
