My guess is I.M. Pei (Chinese/ American Architect) My guess would be Art Gensler or Norman Foster. Eponymous founder/design principal/CEO of one of the largest architecture firms in the world. Of course it could be a less famous CEO at SOM, Aedas, or HOK. It could also be a more famous architect with a smaller practice such as Frank Gehry or Santiago Calatrava.
The world renowned architect, Sir Norman Foster, is most famous for his well-liked and sleek looking modern office buildings made from steel and glass.

The manga you are referring to is "Tenkuu Shinpan" or "High-Rise Invasion." The story follows Yuri Honjo, who is the daughter of a famous architect, and the celebrity you mentioned is Mayuko Nise. They find themselves trapped in a bizarre world of interconnected high-rise buildings where they must fight for survival.
I would say that it seems to be either Frank Lloyd Wright, or Frank Gehry. I would say the latter, who has become a household name nowadays
