If you mean a service user as "consumer of medical services", it depends on your work title/position and the age of the consumer/client/patient. For example, a unit secretary or receptionist should mention the suspicion to a supervisor and the reasons for the suspicion. The doctor or nurse can then inquire directly from the patient. However, doctors/nurses are mandated reporters if the victim is a child, or if it is elder abuse when the person cannot speak up for themselves.
