All 1980 Canadian cents were struck in bronze. If you suspect you have an off-metal strike made on a nickel blank please test it with a magnet first; if it's made of pure nickel the coin will stick. If it is, you should have your coin evaluated to see if it was struck on a blank intended for another denomination. Otherwise, it's probably nothing more than an ordinary cent that's been discolored in some way.

Canada did not make cents out of silver in 1960.

You most likely have a coin that's been plated for use in jewelry. As such it is only worth face value.

What is the value of a 1980 u.s. penny?

One cent, although I understand that the "melt value" of the metal it is composed of (95% copper and 5% tin and zinc) is closer to 1.5 cents (it is, by the way, illegal to melt down US coins for their metal value). In Proof condition, a 1980-S penny (minted in San Francisco) would be worth about $2.25.
