The likeliest possibility is scar tissue. Particularly if this is an area where you've had some sort of infection, then there was a likelihood of some nerve damage as well as the development of scar tissue. These may fade after some time, or you can have plastic surgery to correct it. I personally have one similar scar on my right forearm where I had a boil at the age of 16. Nine years later, it has very little feeling, and while it is smaller than it was initially, it is still about the size of a pencil eraser. I also have a longer scar on my back from a surgery to remove a lipoma. The surgery was far more complicated than originally thought (as the lypoma was about 8 times the size they initially thought, and had grown into the muscle), so not much thought was put into reducing the scarring as the surgery took quite a while and they had to hurry to bring me out from under sedation. It feels much the same way, only is at the surface rather than under the skin.
Additionally, it could be a lipoma. If the lump is somewhat "free-moving", it is likely a small, fatty, tumor which is benign. They are usually removed only for cosmetic reasons. (However, mine was removed because it was causing pain.)
Your best bet, though, would be to go to a doctor. With as many things as it "could be", you should possibly get a biopsy to set your mind at ease.
