He focuses on 8 features which are that law is promulgated; possible to perform; consistent; not retroactive; non contradictory; clear; congruent; and general. If law has all 8 features, it is good law, regardless of the content. A problem with this approach is that it just focuses on the procedures by which law is made. For example, many of the laws in Nazi Germany, Apartheid South Africa and 'Jim Crow' American South would have had all 8 feautres.
