If there is water in between the panes of your window i would suggest calling a contractor to come and replace the window, simply because there could be a gap or crack in your window that is allowing water or other materials to seep through which in the long term could cause other problems. It could also cause air to flow out or air to come in which could be costing you extra money for air conditioning.
i would first check to see if power window master switch is good usually if more than one window doesnt work, that's where the problem isfords also have a lock on the master switch for windows other than driver window. check that is not engaged

If your window dropped into the door in your 97 or 98 dodge ram 1500 here is how I fixed mine. When I removed the inside door panel and found the problem, it was a plastic roller that had broken causing the window to drop out of the track. Dodge does not sell these separately. I went to Autozone and found a plastic windshield wiper bushing for some other type car that was shaped almost like broken part. After some carving with a pocket knife and drilling a hole threw the middle so it popped onto the window stud it has worked like a charm for the last 7 years.
