Possibly a speed limiter fitted,
where the speed of the vehicle is controlled - in this
instance to not be allowed to go above 60mph;
and such a device may have been fitted either by the manufacturer,
or later on by an owner.
You must run the OBD codes to find out for sure, but sounds like a faulty ignition module or a plugged fuel filter
Check tha idle speed control solonoid.
Weak fuel pump

a small evap leak would not cause your car to jerk.
It is most likely your HT leads or coil pack.
a bod driver
A bad tire can cause your 2002 Honda Civic to jerk while driving. A bad ball joint can also cause this issue.
I would check and see if you have a transmission or PCM problem.
