Perhaps an alternator test is in order. Typically, when the motor is running, the car gets it electricity from the alternator, not the battery. (At least that's the way it used to be, someone correct me if I'm wrong)
No you do not need a battery, but the lights and horn will not work unless you have a battery installed, dead or not.
you leave the car radio wind dheild wipers and bright lights on.
did you ever figure out your dash cluster lights. Same thing happened to me. New battery no dash lights? Thanks Russ thecorvetteguy@yahoo.com
Have the new battery tested. It should read 12.68 volts across the posts. It could be dead.Did you have this condition before the new battery was installed?
Emergency lights are available in both handheld and permanently installed. Handheld lights are a better options. You can get either solar flash lights or lanterns.
make sure your battery is good so your system don't overcharge
Needs a new battery.

Hello I was having the same problem! Finally I found out that the new "super bright" lights should NOT be used in a car that has daytime running lights. So once I put the cheap GE lights in they have lasted longer than any set that I had put in before! And they are just as bright as the "super bright" lights are anyway.
Deer do not run towards bright lights but become mesmerized by steady, bright lights.
If the lights are bright, the starter may have failed. If the lights are dim and the starter turns over slowly (RRRRrrr . . .) the battery my need to be charged. If the lights are bright and the starter cranks normally, failures in the ignition system may be the cause. The engine needs a strong battery with clean, tight connections, fuel and spark. You are missing one of those.
The best types of lights for under kitchen cabinets are LED strip lights or puck lights. These options provide bright and even lighting, are energy-efficient, and can easily be installed to illuminate your workspace effectively.
