A cow SHOULD be producing milk after calving, since this is the kind of liquid that calves have to live off of for the next few months of their lives, or until they are weaned. All cows HAVE to produce milk after they've calved, no exceptions, no matter if they're a beef cow or a dairy cow.

However, a cow that is not producing milk after calving is a cow that could be malnourished (being too thin) and doesn't have the reserves to produce enough milk for her calf, or she's too fat, with too much fat deposits in the udder that are hindering milk production. Or, that cow is not being fed proper nutrition, and this is also causing her to not be lactating properly after birth. You will have to bottle-feed the calf until either the cow has been fed adequate nutrition enough to help her with proper milk production, or until he's old enough to be weaned while you put the cow on the cull list and give her a one-way ticket to the salebarn.

Just like in any new mother, there is always risk of some sort of complication after birth, and sometimes these complications can be so serious that a cow or first-calf heifer will die after calving. But, the most common reason for a cow to die after calving is primarily due to the owner's lack of care, or inability to know the signs of a cow that is ill or is in need of help calving out.

There are several reasons for a cow to die after calving: milk fever, a difficult calving, infection from retained placenta, infection from prolapse, heat stress, cold stress, uterine infection, grass tetany, paralysis after birth, infection and shock from pulling out a dead decomposing calf, etc.

The main three causes that would make a cow not give milk is that she is too old, too thin or malnourished, or there is some sort of hormone imbalance that is not initiating milk-letdown after she calves. Sometimes an infection that is causing her discomfort or pain will make her decrease in milk production or not milk at all. You could try injecting her with oxytocin to try and get her to produce milk, but if you can't get her to produce milk, you will have to bottle-raise her calf.
