The shock absorbers have failed or are disconnected. Or the front springs are broken or too soft. Front suspension comes in a few varieties, the main two being McPherson strut where the coil spring is on the top of the suspension leg; and wishbone suspension where the the spring and shock are separate.
An easy check is to firmly press down and release the wing (fender). It should come back up and make one slight 'overswing' before coming to rest.
I have a 1999 jeep cherokee, and had this same problem. After time, when i would hit a bump in the road my whole car would seize up and buck uncontrollably. It ended up needing two new wheel barrings. They were not easy to replace!!
