This is to prevent the car from going into gear when it is not meant to. You must have the key in the on position before you can move the vehicle out of park.
Does the opening look like your ignition key would fit into it? If so, it is likely to allow you to shift the car out of park without inserting the key into the ignition. You would simply insert your key into the slot, and the shifter should unlock. Try it.

Answering "How can you diagnose a 1998 Honda accord without an OBD scanner?"
To shift your Honda Accord out of park, ensure that your foot is firmly on the brake pedal. If the brake light is functioning, you can press the shift release button, usually located on the gear shifter, while moving the shifter to the desired gear. If the vehicle won’t shift, check for a malfunctioning brake light switch or a dead battery, as these can prevent the shifter from moving out of park. If issues persist, consult your vehicle's manual or a professional mechanic for assistance.
I found mine behind the ashtray in front of the shifter. Pull the ashtray out and it is there.
