The fan turns on when the temperature sensor detects that the coolant is hot. Let the fan run for a while before you pull the fuse. If it's working properly, the fan should stop cycling after everything cools down. The coolant is probably heating from the residual engine heat, causing the fan to cycle back on. The fan is doing its job.
If it keeps doing that after everything has cooled down, you probably need a new sensor. Otherwise, everything is operating normally.

The radiator drain plug should be close to the bottom of the radiator facing the engine. It could be a wing nut, or could be the type that is turned by a ratchet and extension.
I was having the same problem with my car. When you take the thermostat out it will automatically read cool. But I later found out that I had a leak in my radiator and had to replace it. Turned out that my heads are warped and was leaking oil into my water and into the radiator itself. Once i replaced the radiator its been fine.
