I believe "it's" would come first since the root words are "it" and "is" and "it" would come before "it's".
To answer "where do you come first when you come last?", I'd say the answer is you would be coming to "here", would be "here", and would stay "here" (wherever "here" is). Although some could say you are "there", in your view you would still be "here". So, "here" you are and "here" you will be! (That's what happens when you come last--you get to wait!)
