Seen from Uranus the Earth would always be within 3 degrees or less of the Sun. The Sun would be dimmer than as seen from here, about 360 times dimmer, but still so bright that the Earth would most likely be unnoticed.

From afar it would be pale blue, as you came into orbit you would see it has rings much like Saturn , bands like Jupiter 27 moons, an atmospheric hood on the southpole is red to rust colored. If you entered the atmosphere you would be overcomb by towering clouds miles high and intense storms .
If you could stand on the surface of Uranus (however you cant) you would 89% the force of gravity that you experience on Earth. Another way to look at it is that objects dropped towards Uranus will accelerate towards the planet at 8.69 m/s2.

You can see Uranus from almost anywhere on Earth. But because it is so far away, it looks very dim so it is very hard to see and you would have to know where to look in order to be able to see it.
