14 Herculis B is about 2.77 AU from it's parent star. That would put it at the start of the asteroid belt, beyond the orbit of Mars.
Now it is wildly accepted that the asteroid belt is a planet that never was. The gravitational influence of the Sun and Jupiter prevented a planet being made.
So if Earth was where 14 Herculis B is - then it would cease to exist because of the gravitational influence.
Even "if" Earth was formed, it would be so cold that life would never have started. The planet would still exist but it would be a cold and lonely planet.
