Singapore would get flooded utterly and nearly the entire island would be submerged underwater, along with large loss of life.
It would cause a large portion of Singapore's population to drown, cause widespread damage to property and generally throw the entire country into a state of chaos. The damage would be further worsened by the fact that Singapore is an Island, which would lead to it easily being flooded. In fact, if the tsunami was strong enough, the whole island could be completely submerged under the roaring waves.
When Singapore is heavily flooded by strong rain, I believe there will be some causalities. Shops will be affected but majority of the houses wont since most are high rising. If Singapore is flooded due to rise of sea level, I suppose the number of countries on Earth will be only 180.
It would look like it did when Katrina was finished. Flooded with ruined houses.

actually a comet will make a bigger tsunami than an earth quake because it depends on how big the comet is so obviously if its a mini comet about the size of a fist its not going to do any affect but a comet like the size of Texas it would make a Mega Tsunami and once there was a Mega Tsunami the size of a city! and it flooded it completely.
Well p-waves can not because they are to strong. If you do a tsunami would happen with out warning. You do want this to happen. If tis does happen make sure you let thee tsunami warning system know.
