The term specifically excludes seawater and brackish water. Interestingly though, the term can still be applied to heavily polluted water such as portions of the Yangtze and Yellow rivers in China. They are not brackish, hence they are "fresh water", but they are certainly not potable - or even usable for agricultural irrigation due to the contaminants they contain.
