You may be able to see, but you might not be able to recognize objects. For example, your sister could walk in the room and you would be able to actually see her but if asked who she is you wouldn't be able to identify her as your sister.

The term "cerebral cortex" typically refers to all 4 lobes in the human brain (occipital, parietal, temporal, and frontal). It would be impossible to say what results from general "cerebral cortex" damage as the brain carries out so many different functions which are not evenly dispersed across the cortex. Damage could result in any number of deficits, including, but by no means limited to, impairments in perception (vision, audition, olfaction, proprioception), language, memory, and decision making.

The cerebrum is the "thinking" part of the brain, involved with such processes as logic, recognition, interpretation, and speech. Damage to the cerebrum can affect many activities that involve perception, computation, and communication, such as connecting objects with their function, being able to solve math problems, and reading / writing / speaking coherently.
