There is no difference. You will have to clarify your terminology if you are differentiating between hardware and software.
If you don't power off the system and unplug it you will probably cause a short and destroy the hardware.
If you don't uninstall drivers, usually there won't be any problem, but the driver might still run in the background without purpose or conflict with other drivers.

∙ 9y agoNothing negative would happen if you did not uninstall the device before physically removing it, unless part of the driver package was still active and slowing the system down while hiding in the background.
It also depends on how you removed it. Did you go to Add/remove programs and find the driver package (recommended) or did you go to device manager and remove it there (unneeded) .
