It wouldn't t be able to cool down below 32 degrees without freezing first. As heat is take away from the substance, it would first cool down to 32 degrees (assuming it was hotter than that in the first place), then, as more heat is taken away, it would solidify, and only after getting solid will it continue getting colder.
