The Earth's daily rotation means the water "bulges" caused by the Moon's gravity move around the planet, giving us what we know as the tides.
It wouldn't, but the earth would give the moon tides. See, it's not the water itself, it's the metal and mineral deposits. Yes. This is the sort of stuff I research in my spare time.

Moon(along with the sun) has a gravitational effect on the earth, and due to this gravitational power of attraction of these 2 heavenly bodies on earth, the water bodies or a part of the water bodies which faces the moon & the sun gets pulled up towards the sun and moon. But it doesn't mean that only some part of the water suddenly rises and other parts remain in the proper level.A large area of water body gradually gets attracted towards sun and moon.
The tides would be far more extreme and far more frequent.
This was indeed the case billions of years ago when the moon first formed and was sol close that it probably orbited the earth every 2 or 3 days! It has been slowly getting farther from earth and will someday escape to orbit the sun on its own separate from earth.

It even may be responsible for the earth developing its thin crust after orbiting close to earth and raising the inner water level a kilometer causing sever melting to the then newborn planet.

The most basic effect is the changing of the tide level due to the pull of the gravity of the moon.
It actually doesnt much. The main contributing factor to the movement of the water and tides is the moon. Every day= 1 revolution around earth for the moon, so the tides go with the moon. So actaully, the rotation of the earth really doesnt effect it much.

the sun has a much smaller effect than the moon. the moon pulls anything toward it wherever it is over earth, which is usually ocean due to the fact that earth is almost all water, so the moon pulls ocean water toward it, causing rougher seas
