In a typical Mendel experiment, Mendel took two purebreeding lines (the parental generation) and crossed them to produce the 1st filial generation and sometimes would self cross these to produce the 2nd filial generation.
Greg Wendel was the person who developed the cell theory in recessive and dominant traits. He studied generation to generation on plants and saw which traits would show up in the next generation he discovered how traits showed up from parents to offspring.

No, it is possible but very very very rare. It would only be possible if the amount of players who entered the draft would equal the amount of maximum picks allowed for the whole draft. And i dont think that has ever happened, or will ever happened.
