A sudden and heavy rainfall over a short period of time, especially in an area with poor drainage or steep terrain, is the most likely cause of a flash flood. Other factors such as melting snow, dam failure, or intense rainfall associated with thunderstorms can also contribute to flash flooding.

What can be use to prevent flash flood?

im not an expert but if people live in an area that is regularly exposed to flash floods..the obvious solution would be to build some type of channel in the ground for when the water comes, so it can flow into another direction. This may not stop the flood but may make it slower so more people can escape.
