Appendix I is usually for the more highly endangered of the species listed by CITES, and prohibits any international trade in specimens of the species, only allowing import for scientific research or other approved purposes of a similar nature, with a permit, or certificate. The Appendix II is written for species that may not now be endangered, but are "threatened" without trade protection status. It includes "look alike species" along with other similar species, and their products. Permits and certificates are granted only when authorities are satisfied that conditions have been set in place and all other regulations met, to ensure the trade will not harm the overall survival of the animal.The best thing to do if you are interested in an exotic animal, or one of an uncertain background, is to do the research, check all the lists, both international , and local for any information you can find concerning the species conservation status.
