A service head entering a building does not all ways mean that an electrical service is connected to the other end of the mast. A weather head is one way of wires exiting and entering a building from other systems by aerial conductors. These conductors could be feeders for remotely located equipment that could not be installed underground so an overhead choice was used. In some installations cable vision cables and telephone cables use weather heads to enter buildings. Without knowing what the two wires join together and from where to where, this question can not be answered.

No, the utility company wants nothing but the service wires in the service stack. Another weather head can be installed to accept your cable and telephone service positioned adjacent to the service stack. If underground service a separate conduit to the comunications pull box will be needed.

A service mast is attached to the building, it stands normally above the building or at the highest point of the building, were no one can get to it. The service mast contains the wires from the meter base to the top of the service mast, this is were the power company attaches it wires so that the building has electricity.

In most cases, water is entering through the the rubber compression gasket at the top of the meter where the service wire enters the meter. Have power company turn off power and have electrician replace compression gasket and add Ge silicone around top of compression nut. Also add silicone where the service wire exits the meter at the bottom of meter around wires to stop water entering the sheathing of the service wire. Inspect door gasket and dome lock to stop wind driven rain and snow.
