It depends on the settings the Suz has for the colonies. It defaults to 100% of each troop. Unless they change it, you would fight all the troops in the city AND the troops in the suz's city. To see the suppression settings, you would need to scout the suz.
The price might change from city to city so it is hard to pin down a price. Most national places charge around $20.00 for an oil change. I assume that the local companies would charge around the same price to be able to compete.

You can not change your name once entered in Animal Crossing City Folk the only way would to be give all bells and such and make a new account on the other slots. You could "hack" your save and change it using a program like ACtoolkit.
