If you look at the common weather of Neptune you will find that it is 150 Centigrade, with winds ranging about 900 miles per hour near the equator. The human body could not handle this temperature nor the wind. So, basically it would not be possible for a human to be on Neptune and live no matter what you wore.
It would take about 12 years to get there. Assuming the human did not die on the long trip from starvation, boredom, dehydration or insanity, then s/he would certainly die upon arrival. If the high winds (over 1,000 miles per hour) didn't destroy the spaceship upon landing, and knock the sense out of the space traveler, Neptune is too cold and there is no oxygen.

The temperature at the cloud tops of Neptune is below -200°C, and the temperature on the interior is above +5,000°C, so there is no clothing that could protect you on Neptune. In addition, the pressure as you descend from the upper atmosphere would crush you.
You wouldn't live long enough to get frostbite, so I wouldn't worry about it.

There have been no astronauts that have gone to Neptune. Nor is there any space exploration projects or programs called Neptune that I am aware of.
