A country can declare itself independent, but there are always dependencies between countries and regions--such as for trade, for food, for money, etc. A new 18-year old (in the US) can be independent of his / her parents, but there will always be some dependencies between parents and their adult children. So an adult living in the US can view oneself and be viewed as independent, and the US declared its independence from Britain, but in fact we are and the USA as a country is inter-dependent on each other. Even politically, a country is not fully independent but constantly influenced by outside forces in attempts to gain or retain power.
