As early as 1936 Britain and France had to cope with the rising German military might, which was actually prohibited under the Treaty of Versailles. However, no country wanted to risk intervening and starting a full-fledged World War II which of course, eventually happened anyway. They figured that if all Germany wanted was part of countries that had been their's before World War I, then by all means give it to them. It's a better option then starting another world war. But since Germany was so greedy for land they wanted the whole of Europe, that plan didn't work out so well.
