Cuban exiles living in the U.S. lead by journalist Jose Marti, urged the U.S. to intervene. Both Presidents Cleveland and McKinley refused. They were unwilling to spend the money the intervention would require and feared the U.S. would be saddled with colonial responsibilities it could not handle. So the Cubans attracted the U.S. governments attention which was the destruction of American sugar plantations and mills in Cuba. As a result business owners increased their pressure on the government to act.
