It appears that the Netherlands were the first to introduce a plate in 1898. New York has been requiring plates since 1901, but they didn't issue standard plates. The first States to issue standard plates were Massachusetts and West Virginia in 1903.

No. If your license is suspended in Massachusetts, the Mass. Registry will flag your record in the NDR. The State of Washignton will check the NDR prior to issuing you a license and see that you're suspended in Massachusetts. They will not issue you a licesne unless and until you a get a clearance letter from Massachusetts. Basically, if you're suspended in one state, you're going to be denied a license in all other states. Otherwise, someome could apply in different states to avoid a suspension consequences. Well, it is darned difficult for the authorities to find out who/what vehicle it was so they can issue a ticket. However, lest you think it is a good way to break the law please remember that there are thousands of human police officers perfectly willing to pull you over for driving without plates and they are perfectly capable of identifying you without license plates.

Front license plates weren't always required. If you purchased a car before the law passed requiring front plates, you don't have to have them on that car. I know from personal experience they will sometimes issue a ticket for that and the ticket is invalid.
