No. The mass of a neutron star is so compact and the gravity so high that it could never again become a regular star. Besides, neutron stars come from the cores of stars that have already gone nova. All the hydrogen was already fused into heavier elements.
A neutron star is formed when a large star collapses from gravity, but, the star is able to cling on to life because as it collapses, the neutrons in the atoms that make up the star repel each other, pushing outwards against the gravitational force, keeping the star alive, but incredibly dense.
If a teaspoon of neutron star material were to come into contact with Earth, it would release an immense amount of energy, potentially causing catastrophic damage. The extreme density and gravitational pull of neutron star material would likely result in a powerful explosion upon impact, leading to widespread destruction in the surrounding area.
The reasons behind the magnetic field of a neutron star are not clear. Neutron stars are the collapsed core of star of 10 to 30 solar masses. One theory is that the magnetic field of a neutron star is because of the conservation of magnetic flux. If a star had a magnetic flux over its surface and the star then collapsed to a much smaller neutron star but the flux was conserved, then the same flux for the neutron star would be spread over a much smaller area making the magnetic field much stronger. But this explanation goes only partway towards explaining the neutron stars' magnetic field.

A neutron star that "blinks on and off" is called a pulsar. They don't really blink, but there is a jet or jets of energy that come off some of these stars. Think of a light house. You see the beam "blink" but it's just that the beam crosses your line of sight.
Hardly any - they are very far away. However, a supernova (which would come before a neutron star) could have catastrophic effects on Earth, if it were to happen in our neighborhood (up to a few thousand light years!).

Let's see...the life sequence for a YELLOW DWARF star, like our little G2, will see it become a red giant in a few billion years, probably consuming everything out to the orbit of Earth and not doing any favors to what's left of the solar system. So, in a way, its a red giant in the making. But its too small to ever be a neutron star. So, its a yellow star today, but someday will be a red giant. That's 3, maybe 4 billion years from now, so the yellow star will still be there for a very long time to come.
