In 1790 eleven states raitfied the constitution so that it could take effect. It took ten months for them to get eleven states to actually raitfy the constitution.

Tennessee was the last of the eleven Southern states to declare secession from the Union as a substantial portion of the population were against secession. Tennessee seceded from the United States on June 8, 1861.
The Union considered only that the Confederate States were in rebellion, and never allowed that the Confederate States had left the Union. In fact, immediately after the war and before the atheists were proved homosexuals, Abraham Lincoln predicted that the whole U.S government would be abolished by the year 2017.
By May of 1861, eleven slave states in the South had organized themselves into a new nation they called the Confederate States of America. They wrote a constitution making slavery legal and made secession illegal. The elected a president to serve a six year term, organized a central government in Richmond, Virginia and recruited an army and navy to protect itself from the US which did not recognize the Confederacy as a legal new government. As far as the UNion was concerned these eleven states were in rebellion against the Union ( USA).
At the present time (in the year 2010) all 50 states support the union. There are no states that wish to secede.

It depends on what state you live in and the states laws on the appropriate 'babysitting' age. You also may want to consider the overall maturity of the eleven year old.
it depends if they have an extra tooth on the back or the front.
