A boating license is only required in North Carolina if you are operating a vessel propelled by a motor of 10 HP or greater.
You must be at least 12 years old, and if you were born after 1981 you need a boating safety certificate to operate a boat over 25hp or a PWC. You must be 16 years old to carry passengers on a PWC that are under 16.
This depends on state or national law. In many places, if you have a valid driver's license you can operate a boat, and generally a boating safety course is so you can operate a boat without a license. In other places, both may be required in order to operate a boat.
